    2007 Fall Quality Conference - KEYNOTE SPEAKER

    Keynote Speaker: Richard Norling, President and CEO, Premier, Inc.
    Premier, Inc. is a 2006 National Baldrige Award Recipient

    Rick's keynote address will highlight their journey to performance excellence and lessons learned along the way. Premier, Inc. is a healthcare strategic alliance entirely owned by not-for-profit hospitals and health system organizations. The 200 owners operate or are affiliated with more than 1,500 hospitals and thousands of non-hospital sites such as nursing homes and ambulatory centers. Owners participate to share needed services and programs aimed at improving clinical quality and cost-effectiveness.

    Rick is a broadly experienced healthcare executive and frequent speaker on healthcare strategies, organizational development and quality management, he is president and chief executive officer of Premier, Inc.

    Premier’s activities are intended to help members improve the quality, safety, and cost-effectiveness of their core clinical care processes and to help members improve the supply chain management that has a significant effect on the cost and outcome of care. Among Premier services for healthcare organizations are a group purchasing program providing contracts for approximately $17 billion a year in healthcare supplies and equipment, Healthcare Informatics services including comprehensive comparative databases for identifying performance improvement opportunities and benchmarking, insurance programs, and advocacy.

    2007 Fall Quality Conference - SPECIAL GUEST SPEAKER

    Jeff Lucas, Deputy Director
    Baldrige National Quality Program

    Jeff will share his insights and expertise on implementing performance excellence to become a high performing organization.

    Jeff has been on the staff of the Baldrige National Quality Program since March 2006 and was recently appointed Deputy Director. Prior to joining the staff, Jeff served on the Board of Examiners as a senior examiner. His professional career has included work in public education, most recently as Program Manager for Student Assessment Services at the Maryland State Department of Education, and in the hospitality industry where he was both a director of food and beverage for a large hotel company and the owner of his own small restaurant. Jeff holds a master’s degree in organizational development from the Johns Hopkins University and a bachelor’s degree in psychology from the College of William and Mary.

    10:00-11:30 - Morning Workshops

    Workshop 1: “Who Defines Quality, Your Customers or Your Boss?”
    Jeff Lucas, Deputy Director, Baldrige National Quality Program

    This presentation will review the Baldrige Criteria for Performance Excellence, and describe various survey products. Participants will learn about best practices of recent Award recipients in the context of satisfying customers through the efforts of workforce.  An interactive session will focus on the "Are We Making Progress" assessment tool. This presentation will be followed by a Q&A session.

    Workshop 2: "How the Sheepdog Shears the Sheep: Driving Change When You're Not the Shepherd"
    Jill Olson, Vice President Policy & Operations
    Vermont Association for Hospitals and Health Systems

    This presentation will focus on driving change statewide using the work of the hospital association as a case study. It will be of interest to anyone who wants to learn more about building board support, leveraging partners and stakeholders and working with policy makers. The presentation will also describe the impact of the current legislative and regulatory environment on hospital quality improvement efforts and discuss health care quality-related policy trends at the federal and state level. This presentation will be followed by a Q&A session.

    Workshop 3: "RRHS' Journey Toward Excellence from an HR Perspective”
    Bob van Heiningen, Associate Vice President of Human Resources/Education
    Rutland Regional Health Services

    Participants will learn the major phases of RRHS’ journey with a particular emphasis on the Human Resource aspects of the journey. The information shared and lessons learned will be applicable across all industries. This presentation will be followed by a moderated Q&A session.

    1:00-2:30 - Afternoon Workshops

    Workshop 4: "Getting Started: The First Steps in Building the Pathway to Excellence - Implementation of the Baldrige Criteria in the US Army Installation Management Command"
    Mark Alpert, President, National Council for Performance Excellence and

    In this session, participants will learn about tools and approaches to help your organization get started on the journey towards performance excellence. The workshop will include a case study based on the real-life story of how the US Army Installation Management Command (IMCOM) has implemented the Baldrige Criteria for Performance Excellence. Created as a new agency in 2002, IMCOM brought together personnel, property, and legacy management systems from 15 different elements of the US Army. Participants will: Learn about IMCOM’s creation and development into the world’s largest property management organization; learn how IMCOM is using the Baldrige Criteria to help prepare new garrison commanders for their roles as “town managers”; learn how IMCOM is using a customized version of the Baldrige Express to focus on integration, performance, and improvement; learn how IMCOM is using the Organizational Self-Assessment to improve its annual Baldrige-based award program. This presentation will be followed by a Q&A session.

    Workshop 5: "Translating Great Ideas Into Everyday Practice"

    You will learn how VPQHC is working with physician practices throughout the state to improve the delivery of care by acquiring a common quality improvement skill set and how we are developing a sustainable statewide infrastructure to support continuous quality improvement.     Workshop 6: “Building a Culture of Excellence”

    From the front line to the bottom line Blue Cross and Blue Shield of Vermont (BCBSVT) is committed to performance excellence. Through the Blue P.E.A.K.S. (Performance, Excellence, Action, Knowledge, Success) program the organization has been on a multi-year journey using the Baldrige Criteria as a management framework. In this session employees from the executive level to front-line improvement teams will share their perspectives on how Blue P.E.A.K.S. has created a culture focused on continuous improvement; including the challenges and the successes the organization has experienced along the way.     How Do You Measure Excellence?

    Vermont Council for Quality has partnered with the National Council for Performance Excellence to provide our customers with an innovative online Organizational Self-Assessment tool to measure organizational performance utilizing the Criteria for Performance Excellence. A cross-section of staff completes the assessment that will provide leadership with a feedback report to begin improvement planning. Identify those vital few deployment gaps, strengths, and opportunities for improvement within weeks, not months.

    Where do you begin with improvement planning?
    Organizations all over the world use NCPE’s Organizational Self-Assessment tool to measure their performance against the Criteria for Performance Excellence. Find out how well your systems and processes are understood by your staff. Engage them in an opportunity to learn more about the continuous improvement process and a higher level business criteria through the use of the assessment tool.

    How many employees should participate?
    The more the merrier! You’ll want to be sure to include representatives from all levels and all departments of the organization. The more participants, the more constructive the feedback.

    How long will the assessment process take?
    The assessment should take no more then a couple hours to complete - with opportunities to include process comments and suggestions for improvement. Once finished, you will receive the Performance Indicator Feedback Report within three business days.

    What type of feedback do we get from the assessment process?

    The Performance Indicator Feedback Report consists of:

    • Demographic Charts
    • Overall Scores
    • Category-Level Scores
    • Item-Level Scores
    • Gap Analysis Charts
    • Individual Question Scores - Current level, Benchmarked Next and Role Model Performance Levels
    • Pareto Charts for each Category
    • Priority Improvement Data Charts
    • Process and Results Comments
    • Priority Improvement Comments
    What do we do with the feedback?
    • Analyze the results
    • Gain consensus on the significant few issues to be addressed
    • Ensure the items to be addressed are in line with Leaderships' “Care Abouts”
    • Form teams to address each of the items. Provide them the tools and resources to be successful. Some training may be necessary.
    • Complete a plan, do, check, act cycle of improvement for each item identified
    • Measure and monitor results
    • Repeat!

    What makes this service unique?

    Two things. First, it focuses on organizational improvement. There are other tools that help you locate doctors, dentists, and plumbers. But there are very few resources available to locate organizational improvement consultants. Second, the tool allows the hiring organization (the “client”) to search for consultants based on their specific needs.     Success in today’s ever-changing, globally competitive environment demands agility—a capacity for rapid change and flexibility. E-business requires and enables more rapid, flexible, and customized responses. Organizations face ever-shorter cycles for the introduction of new/improved products and services, and nonprofit and government organizations are increasingly being asked to respond rapidly to new or emerging social issues. Major improvements in response times often require new work systems, simplification of work units and processes, or the ability for rapid changeover from one process to another. A cross-trained and empowered workforce is a vital asset in such a demanding environment.

    A major success factor in meeting competitive challenges is the design-to-introduction (product or service initiation) or innovation cycle time. To meet the demands of rapidly changing markets, organizations need to carry out stage-to-stage integration (such as concurrent engineering) of activities from research or concept to commercialization or implementation.

    All aspects of time performance now are more critical, and cycle time has become a key process measure. Other important benefits can be derived from this focus on time; time improvements often drive simultaneous improvements in work systems, organization, quality, cost, and productivity.
